You'll probably notice that women lords are almost always referred to as "him." Yep, just made a female character, cheated through the quest, got relationship to 100 and I'm getting the same answer. You cannot. The dialogue for marriage has been removed for all female lords in AWoIaF.

I think you can marry Cersei, Yara/Asha Greyjoy, Daenerys, Myrcella Lannister, a bunch of the Dornish sand snakes, and Lysa Arryn, Other than that just find a powerful lord and marry his daughter to get some +relations with him.
